Question Title

* 2. Title I, Part A (Improving Basic Programs Operated by LEAs)

Summary of Updates

NMPED is proposing a comprehensive revision to Title I, Part, A which describes the state's approach to ensure all children have the opportunity to receive a fair, equitable, and high-quality education, and to close educational achievement gaps. For more detailed information, please see the Title I PDF document located on PED's website.

Among the changes include:
  • Technical changes which include a new template (format) aligned with the statutory requirements under the ESEA, updated school years and updated embedded links, as appropriate.
  • Substantive changes to describe the statewide accountability system, supports for low performing schools, revised strategies, among other requirements.
Rationale

NMPED updates and clarifies the state's implementation of the program and significant requirements; restates provisions not revised; enhanced business rules, and revisions to long-term goals and interim progress measures. NMPED intends to promote more effective programs, use of funds, and technical assistance in order to ensure LEAs and schools receive the support needed to boost student achievement statewide.

Question Title

* 3. Title I, Part C (Education of Migratory Children)

Summary of Updates
  • NMPED describes a Service Delivery Plan for migratory children based on Comprehensive Needs Assessment which includes four goal areas, a range of strategies associated with each of the four goal areas, and uses of funds.
  • Updates include a description of use of funds to support identification and recruitment, training and coordination efforts for recruitment and data collection, and activities to strengthen the involvement of migratory parents in the education of their children
Rationale

These updates provide accurate information about the current and ongoing activities for migrant children and parents as well key updates on strategies.

* 4. Title I, Part D (Children Who Are Neglected, Delinquent, or At-Risk)

Summary of Updates
  • Description of a range of strategies that target the supports for children who transition between correctional facilities and locally operated programs including the role of a state coordinator.
  • Updates to programmatic goals to support the effectiveness of the NMPED’s implementation of Title I, Part D program.
Rationale

Changes clarify and adds supports available to students as they transition between correctional facilities and local education programs.

* 5. Title II, Part A (Supporting Effective Instruction)

Summary of Updates
  • NMPED provides updates to its use of the 5 percent state set aside for state level activities and funds used to to improve equitable access to effective teachers.
  • Clarity on the state’s system of licensure for educators.
  • Expanded activities to strengthen teacher preparation programs.
Rationale

Provides a range of activities to address improving recruitment, professional development and retention activities for educators in the State.

* 6. Title III, Part A (English Language Acquisition, Language Enhancement)

Summary of Updates
  • A description of NMPED’s statewide entrance and exit criteria for Title III-A services and supports.
  • Updates to student proficiency levels based on the WIDA screener and assessment.
  • Expanded monitoring and technical assistance activities to support LEAs who receive Title III-A funds.
Rationale

Changes provide clarity on English Learner student proficiency levels and the state’s activities to support LEAs and schools.

* 7. Title IV, Part A (Student Support and Academic Enrichment Grants)

Summary of Updates

* 8. Title IV, Part B (Nita M. Lowey 21st Century Community Learning Centers)

Summary of Updates
  • Updates on the state’s use of funds.
  • Revised criteria for awarding 21st Century Community Learning centers including a priority for those programs that target low performing schools and schools that enroll students who may be at risk for academic failure, dropping out of school, among others.
Rationale

NMPED’s revisions ensures the maximum funding can be used for funding 21st Century Community Learning program as well as enhanced clarity on how NMPED awards such centers.

* 9. Title V, Part B, Subpart 2 (Rural and Low-Income School Program)

Summary of Updates
  • Updated description of the objectives of the program including increased flexibilities for LEAs to utilize Title V funds to support other programs under ESSA.
  • Expanded technical assistance activities to support LEAs who receive Title V funds.
Rationale

NMPED provides enhanced use of Title V funds for LEAs while creating alignment with existing Title program funding and program objectives.

* 10. Title VII, Subpart B of the McKinney-Vento Homeless Assistance (Education for Homeless Children)

Summary of Updates
  • Expanded student identification procedures in order to identify homeless children and youth in the state and to assess their needs.
  • Revisions to state policies and provisions for students experiencing homelessness.
  • Description of training provided by NMPED for school personnel who support these students.
Rationale

These updates provide clarity for LEAs regarding programs and supports available students experiencing homelessness.
