The City of Knoxville's Housing and Neighborhood Development Department is in the planning stages for its Five Year (2025-2029) Consolidated Plan that will be submitted to the U.S. Dept. of Housing and Urban Development (HUD) in May 2025.

The Consolidated Plan is a strategic plan that guides how HUD Community Development Block Grant (CDBG), HOME Investment Partnerships Funds, and Emergency Solutions Grant (ESG) funds are allocated in the city of Knoxville. These grant programs are valuable tools for helping the City tackle serious challenges facing our neighborhoods, such as the lack of affordable housing, homelessness, economic development, and other issues.

The following survey questions are primarily based on HUD funding-eligible activity categories. Your responses will help identify local funding priorities for the HUD grants, and will also help to inform the City of other community needs. Please choose the top priority needs in each category from the selections given that most closely represent your opinion and your own perspective and experiences.
