VICT Landside Interface Changes - Transport Operator Views

CTAA is canvassing members' views on potential changes to VICT landside interface parameters following discussions with VICT.

The aim of the changes is to improve the interface, particularly related to slot drop timings, slot availability and improving truck utilisation rates.

Responses to this short Survey will help guide the consultations with VICT leading to positive change.

1.Would you support a change of slot-drop timing at VICT from 12 midnight to 0600hrs?

3.A concern of transport operators is the availability of slots, particularly export slots on vessel "cut-off" days.

One proposal is to increase the number of available export "TBA" slots per hour from 2 to 3 slots.  Correspondingly, to discourage slot hoarding, it would be proposed that the "late list fee" timing be increased from 2 hours before the slot time to 24 hours before the slot time.

Would you support an increase in TBA slots from 2 slots to 3 slots, with the proviso that the "late list fee" timing is increased to 24 hours before the slot?

5.What alternative arrangement would you suggest, if any, to try to overcome the unavailability of slots and the need to ask for "premium" (additional) slots?
6.The take up of Stack Runs (in and out) at VICT has been patchy.

VICT is willing to work with transport operators to amend Stack Run criteria to make it more attractive to use.  This may include allowing for two-way running, and modifying Stack Run-In rules to allow export receivals via Stack Runs on day 3 of export receivals (in addition to days 4 & 5).

What do you believe are the major impediments in using Stack Runs in or out of VICT?
7.Thinking about your answer to Q. 6 above, what criteria (if any) would attract you to use Stack Runs more frequently?
8.Sunday operations: Slot allocation statistics at VICT show that import and export slot take up on Sundays is low (generally leading to slot availability pressures on Mondays and Tuesdays).

A proposal suggested is for VICT to offer a differential on its VBS fees for Sunday operations to offset, in part, the additional operating costs borne by transport operators on weekends.

In your opinion, what could VICT do to attract greater slot take up on Sundays? (please also comment on whether a reduction of VBS fees on Sunday would assist).
9.In-Terminal Weighing: A concern with export slot bookings relates to the need to have the PRA lodged before the export slot can be booked (other than TBA slots).

Are you aware that when creating the PRA, the shipper has the option to select Weigh At Terminal (WAT). If this option is selected, the PRA will be accepted and VICT will weigh the container on arrival?
10.What are your views on any implements to using the Weigh At Terminal (WAT) option?
11.VICT charges $40 (+GST) for the Weigh In Terminal (WAT) service.

In your view is this charge too high / about right / too low?
