Stanislaus County and the City of Turlock are in the process of preparing a joint Fiscal Year 2020-2025 Consolidated Plan (Con Plan) for submission to the U.S. Department of Housing and Urban Development (HUD). The Con Plan will serve as the blueprint for the expenditures of federal funds in the communities of Ceres, Hughson, Newman, Oakdale. Patterson, Riverbank, Turlock, Waterford and the unincorporated area of Stanislaus County from July 1, 2020 to June 30, 2025.
As a recipient of HUD funding, the County and the City of Turlock are required to submit a locally approved 5-year Con Plan and Annual Action Plans to HUD to receive funds under the Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), and HOME investment Partnership (HOME) programs. The Con Plan sets strategic objectives to address housing and community development needs through programming of HUD funding. The Annual Action Plans outline how the County will spend the funds it receives annually from HUD.
The Con Plan’s strategic objectives and priorities will be developed with consideration to, but not limited to, the following sources: (1) community development goals identified in each of the participating jurisdiction’s respective adopted General Plans and 5-year Capital Improvement Programs; (2) the Stanislaus Community System of Care’s Stanislaus County Homeless Plan and the 2019/2020 community wide homeless Point-In-Time Survey results; and (3) input from focus groups, stakeholder and community meetings, and residents.
