Summary

The National Asphalt Pavement Association (NAPA) is seeking applicants to serve on its Product Category Rules (PCR) Committee to assist with reviewing and revising the PCR for Asphalt Mixtures. The number of individuals who may participate is limited; however, NAPA wants to include representatives from interested parties, including but not limited to, asphalt mix producers, material suppliers, customers, governmental agencies, educational institutions, life cycle assessment (LCA) practitioners, and asphalt pavement research facilities. You do not need to be a NAPA member to serve on the PCR Committee.

Background

The goal of Emerald Eco-Label, NAPA’s Environmental Product Declaration (EPD) tool is to provide comprehensive and credible information regarding the potential environmental impacts of asphalt pavement materials. NAPA is the program operator for this ISO 14025 compliant PCR for Asphalt Mixtures in North America that is valid until March 2027. The requirements for developing EPDs for asphalt mixtures are established in the PCR for Asphalt Mixtures, which is governed by NAPA’s General Program Instructions.

Expectations

The PCR for Asphalt Mixtures requires periodic review to determine if revisions are needed to improve accuracy, usability, functionality, and best practices for developing EPDs for construction materials. Those wishing to serve on this committee will be responsible for a mid-cycle update to ensure the PCR is compliant with the Environmental Protection Agency’s soon-to-be-released PCR Guidance and the 5-year update which must be completed by March 2027. The committee will also remain available to assess any data updates that may be needed post Version 3 release.
