Identity theft is the fastest growing source of fraud, with billions of dollars in losses impacting financial institutions. This has put considerable focus on how to ensure that both in-person and online transactions are conducted with the full understanding and consent of the real person. A tamper-proof, cryptographically secure digital government ID, such as the Mobile Driver’s License (mDL), could revolutionize how individuals interact with financial institutions, significantly reducing fraud, identity theft, and account takeovers. Additionally, mDLs are expected to reduce friction in processes like Know Your Customer (KYC) and onboarding/verification (e.g., answering knowledge-based questions, taking photos of licenses), enhance privacy, and improve the consumer experience.

The implementation of mDL solutions has been accelerating across the US, and as of June 2024, nine states have rolled out production mDLs that can be accepted using ISO mDL standards. Furthermore, 42% of American Association of Motor Vehicle Administrators (AAMVA) jurisdictions are taking action, moving forward with legislation and programs to implement mDLs for their constituencies.

The Secure Technology Alliance (STA) has been working closely with financial institutions to understand and describe the use cases and potential benefits of integrating mDLs with banking and financial services processes. To better serve the banking and financial services sector, we have created a survey directed at business professionals and risk officers in these fields to assess their awareness of and attitudes toward mDLs.
