                           Community Planning Survey

Introduction:

The County of Marin is engaging in planning for the Mental Health Services Act (MHSA) Three-Year Plan, Continuum of Substance Use Services Five-Year Strategic Plan, and a Five-Year Consolidated Plan Housing and Federal Grants’ Community Development Block Grant program (CDBG) and HOME Investment Partnerships Program (HOME).

The Marin County Division of Behavioral Health and Recovery Services (BHRS) provides community-wide prevention and early intervention services, and treatment services specific to Marin Medi-Cal beneficiaries and low-income uninsured residents with a substance use condition and/or a Serious Mental Illness.  

The Housing and Federal Grants Division provides financial support through the CDBG and HOME programs for a wide range of community development needs serving low- and moderate-income residents including: providing decent affordable housing, improving parks and community centers, and providing safety-net services to the most vulnerable people in our communities, such as childcare for very low-income families.

Housing: Grant awards ranging from $30,000 to over $500,000 are available annually through the CDBG and HOME programs. Housing projects funded in the past include the purchase of land for affordable housing development and renovation of affordable housing developments and single-family homes.

Public Services: Public service grants awarded to nonprofits and public agencies typically range between $10,000 to $30,000 per project. Projects funded in the past include Childcare Scholarships, Legal Services, and Older Adults (Senior) Resources.

Public Facilities and Infrastructure Improvements: Typical infrastructure improvement grants range between $30,000 and $75,000 per project. Infrastructure projects funded in the past include park and playground improvements and renovation of community centers.

Behavioral Health Services (Mental Health and Substance Use Services)

About $16,000,000 is available annually for services for Marin Medi-Cal beneficiaries and low-income uninsured residents with a substance use disorder and/or Serious Mental Illness including wrap-around Full-Service Partnership mental health services as well as wellness programs, and a continuum of substance use outpatient, residential, withdrawal management and recovery support services. In addition, approximately $3,000,000 is available annually for Mental Health and Substance Use Prevention and Early Intervention efforts including community-wide trainings and interventions as well as targeted work focused on underserved populations.
