GTRI NASCIO 2013 - NIEF QuickStart Project

Background:

Building on the adoption of the National Identity Exchange Federation (NIEF), the National Association of State Chief Information Officers (NASCIO) has partnered with the Georgia Tech Research Institute (GTRI) to pilot the NIEF QuickStart Program. The intent of the pilot is to promote and enable data exchange among users in law enforcement, public safety, and emergency management agencies. Therefore we will be targeting our recruitment efforts for QuickStart pilots in those lines of business.

The goal of the NASCIO and GTRI pilot is to provide a commodity capability which can be leveraged by organizations seeking single sign-on (SSO) and policy compliant control for access to the broadest set of public safety-related information resources at all levels of government. This approach promises to deliver a marked improvement in the efficiency and automation of making policy-based trust decisions. The NIEF QuickStart pilot will be leveraged to strategically jump start key states, improve awareness, and drive an increased value proposition for all participants.

This application will be used to measure interest and readiness for participating in the QuickStart pilot program as well as determine timing for “onramping” an interested organization into the National Identity Exchange Federation.

Because of performance requirements associated with the QuickStart funding, applicants will be selected based on expectation of completing the pilot project within the next 12 months. Other interested organizations will be provided technical assistance in “onramping” to NIEF at a future date. That technical assistance will be comprised of the necessary consultancy services to prepare the organization through a readiness process.
