1. About the Program

CivicSpatial is an ICIS initiative open to all Local Government and First Nations ICIS members in BC and is designed to support the following objectives:

• Improve the accuracy of local government cadastral and address data;
• Improve data currency through frequent automated updates;
• Improve completeness with the inclusion of Crown parcels;
• Provide value to local governments participating in ICIS;
• Provide a comprehensive and current cadastral fabric to all ICIS members.

Examples of projects that will be considered for funding include:

o Commitment of regular submission of data
o Adopt ICF by moving infrastructure data to new base
o Establish new survey control
o Resolve local government boundaries
o Other projects that meet the program objectives


The general funding allocation is:
• $1,500 per local government for frequent submission of data in ICIS standard format and as changes occur.
• Special project funding assessed on a per-project basis but generally $1.50 to $1.75 per improved parcel.

The following criteria will be used to evaluate priority based on a 100 point scale:

a. Signed DSLA (pass or fail) – applicant must have a signed data sharing and licensing agreement with ICIS;

b. Currency (pass or fail) – applicant must have submitted a recent data update;

c. Joint Application (20 points) – applicant demonstrates collaboration on projects that include more than one local government.

d. Clear Deliverable (20 points) – applicant states clear, deliverable outcomes;

e. Management (10 points) – applicant demonstrates ability to manage the project;

f. Funder Priority (10 points) – applicant meets the priorities defined by the program funders;

g. Shared Funding (20 points) – applicant is willing to commit additional funding for the project;

h. Proposed lots and/or Crown Parcels (10 points) – applicant is willing to include proposed lots and/or Crown parcels integrated into their cadastral fabric;

i. Boundary alignment (10 points) - applicant agrees to resolve alignment issues with neighbouring jurisdictions.
