Project Overview

The Upper Harbor Terminal is a 48 acre City of Minneapolis owned redevelopment site along the river in North Minneapolis, generally between Lowry Avenue and the Camden bridge  The redevelopment goal is to transform this 48+ acre site from its historic use as a barge shipping terminal to a combination of riverfront park amenities and private development. 

The City of Minneapolis and Minneapolis Park & Recreation Board (MPRB) have completed their request for qualification process and selected a development team to work with them to pursue redevelopment of the City-owned Upper Harbor Terminal (UHT) site in North Minneapolis. The selected team is led by United Properties, Inc. and also includes THOR Development and First Avenue Productions.

This online survey is one part of an engagement effort to gather input from the community members.  MPRB is also holding open houses, presentations to stakeholder groups, and focus group meetings with community members.  This survey will be available through Sunday, July 3.  Visit the Upper Harbor Terminal project webpage to learn more.

Planning to focus civic life north of downtown around the river began in the 1990's.  RiverFirst is an ongoing initiative started in 2011 to revitalize the waterfront through interconnected green spaces along the river from downtown to the northern boundary of the city.  Planning and engagement continued as the City and MPRB updated master plans for the Above the Falls area to the current effort which focuses on the Upper Harbor Terminal site.  

Over the years the City and MPRB gathered input on what amenities would bring them to the riverfront.  Music, river access and trails, food, and markets were some of the most common requests.  The City, MPRB, and developers are seeking more information about these amenities, and others, that will help guide initial designs of a riverfront destination and public space.

Creating a destination at the Upper Harbor Terminal is an important way to make an active and safe community area and support the surrounding development.
