Introduction
A Synthetic Organic Compound (SOC) Waiver may exempt you from sampling for some or all the SOCs (primarily pesticides) that are part of the federal drinking water monitoring requirements. Without an SOC Waiver, you are required by federal regulations to conduct four rounds of quarterly sampling for certain SOCs. Eligibility for an SOC Waiver may result in a reduction or elimination of the need to monitor at your water system; however, the Bureau of Water System Engineering (Bureau) cannot determine a water system's eligibility for an SOC Waiver without a completed Well Vulnerability Survey (Survey).

To be considered for an SOC Waiver, a completed Survey must be submitted to the Bureau for each permanent, active well part of a water system used for potable drinking water, including ASR wells and those used on a seasonal basis. Wells that are offline, used as emergency backup, or are not used for potable drinking water do not require a Survey.

If more than one well is in use at a water system, a separate Survey is needed for each well in use.

The Survey cannot be saved and return to later for completion; however, the entire Survey is viewable without having to submit any information. For a copy of the Survey submission for the water system's records, input a valid email address at the end of the Survey when prompted.

Complete all Surveys by December 14, 2025, 11:59 p.m.

For water systems that need to submit a Survey after this date due to reactivation or reclassification -
you will have 60 business days to submit your Survey following the date of your reclassification notification from the Bureau.

For water systems that need to submit a Survey after this date for a new well -
you must submit your Survey prior to the collection of any required samples and wait for instruction from the Bureau
on whether additional SOC sampling is necessary part of your testing requirements.


Late Surveys will not be accepted. No exceptions.

It is the responsibility of the drinking water system to ensure that all
Surveys for all active, permanent wells are complete and submitted on time
for full consideration for an SOC Waiver for the 2026-2028 compliance period.


Part A: Well Information
