The Caltrans Advance Mitigation Program (Program) was established by the Road Repair and Accountability Act of 2017 directing Caltrans to plan and implement advance mitigation solutions for its transportation projects. This new business practice allows Caltrans to reduce delays by obtaining environmental mitigation in advance of - rather than during - a transportation project. The Caltrans Division of Environmental Analysis (DEA) administers the Program and support Caltrans Districts interested in planning and delivering advance mitigation projects.
The primary goal of the program is to address potential future environmental mitigation needs in a way that provides better ecological, economic, and project delivery outcomes. The Program proactively compensates for unavoidable impacts to natural resources separate from, and in advance of, Caltrans’ transportation projects. By mitigating for the environmental impacts of multiple transportation projects in advance, Caltrans can potentially provide quality replacement habitat and shorten project delivery timelines, resulting in both time and cost savings. Ultimately, the Program aims to help Caltrans meet conservation goals in addition to regulatory requirements.
